Annual Governance Statement

The Governing Body of  Saxton Church of England Voluntary Controlled Primary School

22nd July 2016


In accordance with the Government's requirement for all governing bodies, the three core strategic functions of the Saxton Church of England (voluntary Controlled) Primary School Governing Board are:

  1. Ensuring clarity of vision, ethos and strategic direction.
  2. Holding the Headteacher to account for the educational performance of the school and its pupils.
  3. Overseeing the financial performance of the school and making sure its money is well spent.


Governance arrangements

At the present time the constitution of Saxton CE Primary School Governing Board is:

2 Foundation governors (1 ex officio, 1 appointed by the Diocese of York)

1 Head teacher governor (ex officio)

1 staff governor (elected)

4 parent governors (elected)

1 Local Authority governor (appointed by North Yorkshire County Council

2 co-opted governors (appointed by the Governing Body)


For an effective governing body and the success of the school, a range of skills are required by governors and co-opted governors are chosen for the skills which they can bring to the school.

There are four Full Governing Body meetings each year. There are also two committees to consider the different aspects of the school in detail. These committees meet at least once each term and are:

  1. School Improvement Committee - curriculum, teaching and learning and children’s progress
  2. Finance, Staffing and Premises Committee – budget, staff structure and safety of building and grounds

All the committees report directly to the full Governing Body. Meetings must be quorate.

Attendance record of governors

There is good attendance at all full governing body meetings. The clerk keeps a record of attendance. Details can be obtained on application to the clerk.

No meeting has had to be cancelled because it was not quorate. 

The work that we have completed in our committees:

    • School budget monitoring
    • Pupil premium/sports fund monitoring
    • Health and Safety Policy updated and monitored
    • Staffing structure
    • Data analysed to ensure that pupils make good progress from their starting points
    • Attendance monitored and tracked
    • Performance management monitored
    • Review and monitoring of school policies
    • Planning permission for use of second field
    • Implementation of SIAMS action plan

Future plans for the governing body

  • Reconstitution to allow for 3 parent governors and 3 co-opted governors from September 2016.
  • Annual meeting planner
  • North Yorkshire, STAR Alliance and Diocesan training
  • Implementation of induction programme for new governors.

The Governing board buys in professional clerking support from the North Yorkshire County Council Clerking Service. Jayne Blake replaced Mark Stephenson in March 2016.
